Romania is a country in transition: the capital is becoming more open, while society remains largely conservative. Bucharest offers a small but growing scene and a Pride with tens of thousands of participants.
Legal situation: Homosexuality has been fully legal since 2001, and discrimination based on sexual orientation is prohibited by law. There is no marriage or registered partnership for same-sex couples – even though the European Court of Human Rights ordered Romania in 2023 to provide legal protection for such couples; this has not yet been implemented.
