Shanghai

Shanghai has China’s liveliest queer bar scene – but it keeps a low profile. A handful of bars around Fahuazhen Lu in Changning have held on for years, while Pride, community centres and queer online services are under growing state pressure.

Safety & legal situation

  • Legal situation: Homosexuality has not been a criminal offence in China since 1997 and has not been classified as a mental illness since 2001. However, there is no marriage, no registered partnership and no protection against discrimination; according to the German Foreign Office, the legal status is unclear and discrimination can occur in everyday life.
  • Increasing pressure: ShanghaiPRIDE ceased its activities in 2020, queer bars such as Roxie closed under pressure in 2024, and LGBTQ organisations operate in a legal grey area. In November 2025, on the authorities’ orders, Apple removed the two largest Chinese gay dating apps, Blued and Finka, from the Chinese App Store.
  • Border and devices: The German Foreign Office advises expecting stricter checks as early as entry; smartphones and cameras may be inspected, online activities tracked and stored data viewed and copied. Travel with as few private photos and chats as possible.
  • VPNs and administrative detention: Using VPNs to get around censorship is prohibited. For more than 200 administrative offences, the police can impose fines and up to 15 days’ detention without a court ruling – including on foreigners. Drug offences carry draconian penalties up to and including the death penalty.
  • German Foreign Office advice: Homosexual acts are not a criminal offence; nevertheless, same-sex couples are advised to show restraint in public (as of October 2026).

The scene in Changning

The heart of the scene lies in the area around Panyu Lu and Fahuazhen Lu in the Changning district, where a few bars are spread across a handful of streets. The most enduring address is HUNT, with drag shows on Saturdays; the Japanese-inspired RICE Bar is good for a quieter start to the evening. The scene is visible but low-key: bars hardly advertise publicly, many events are shared via closed WeChat groups, and venues keep closing – such as the lesbian bar Roxie in 2024, in its own words because of “forces beyond our control”. ShanghaiPRIDE, once China’s oldest Pride festival, had to cease its activities in 2020.

When to go?

  • October – November – autumn: Pleasant temperatures and clear days, the best time for strolls through the former French Concession and evenings in Changning.
  • June – Shanghai International Film Festival: The city’s big public film festival; the scene is particularly lively at the weekend then (check dates with the organiser).

Practical tips

  • Bars open and close quickly in Shanghai – check up-to-date information before you go, for example via SmartShanghai or Travel Gay.
  • Many Western apps and websites are blocked in China, and using unapproved VPNs is prohibited; the German Foreign Office advises against it. Plan communication and navigation before your trip.
  • Public displays of affection are unusual; holding hands usually goes largely unnoticed in central neighbourhoods, but kisses are best kept for the bar.
