Puerto Rico

Puerto Rico is a US territory – not a state, but not an independent country either. Its people are US citizens but do not vote for the president and have only a non-voting delegate in Congress; US entry rules apply to travellers, and the currency is the US dollar.

Legal situation: Same-sex marriage has been possible in Puerto Rico too since the 2015 US landmark ruling Obergefell, and a 2013 law prohibits workplace discrimination based on sexual orientation and gender identity. Recently, however, the situation for trans people has become considerably harsher: in 2025 gender-affirming treatment for people under 21 was banned and a far-reaching religious freedom law was passed, followed in 2026 by a ban on gender-neutral toilets in public buildings; further restrictive bills are pending.
